增强山西对外直接投资技术溢出正效应的策略

摘　　要：FDI技术溢出可以促进东道国技术进步、生产率提高、经济增长,但也能降低内资企业的产品市场占有率和产出率。通过对FDI技术溢出正负效应的对比分析,基于山西FDI发展现状,研究了影响山西FDI技术溢出的因素,并指出应通过改善招商引资政策、提高人力资本存量、加强知识产权保护等策略,以扩大山西FDI技术溢出正效应,降低其产生的负效应,从而达到实现山西科技进步、提高引资效率和质量、促进山西经济增长的目的。Foreign Direct Investment has been found to be significantly related to technical progress,productivity and economic growth of the host country,and at the same time it can reduce the market share and output rate for domestic firms.This paper focuses on the impacts of FDI technology spillovers and attempts to find the factors that effect Shanxi's FDI technology spillovers based on the development of FDI in Shanxi.This study shows that it is apparent to expand positive effect of FDI technology spillover and reduce its negative effect by changing FDI polices and increasing human capital stock and protecting intellectual property rights,and these strategies are helpful not only to technical progress and efficient investment but also to economies growth of Shanxi.
