摘  要:我国石油企业的价格经营能力较差,无论对国家的石油安全还是油田资产增值都存在很大的影响。本文通过对相关数据的研究,指出我国石油企业在享有原油自然资源禀赋优势和较低的资源取得成本的情况下,盈利和国际经营能力方面严重落后,生产和销售成本过高,价格意识中忽略国情和消费比价,漠视市场及消费者;而国家在资源管理方面欠缺手段,在生产经营管理方面缺乏税收激励,对石油企业经营要求太低。为石油企业的健康发展和石油经济的繁荣,本文从石油企业和国家的角度分别提出建议:石油企业应从销售人员素质、销售运输方式、生产成本管理和承担价格责任等方面进行改进,国家应增强对石油企业价格控制能力和经营能力的考核激励,建立权利金制度,提高资源税和资源补偿费及管理水平。Petroleum enterprises in China have poor operating capability,which has great impacts on enterprises' efficiency and our country's petroleum safety.Based on relevant data,this paper points out that while petroleum enterprises in China enjoy natural endowments and low resource costs,they are backward in profits gaining and international operating capabilities,ignore the price ratio between national conditions and consumers,and are cost-prohibitive in production and sales.Our country also lacks measures in resource management,lacks tax incentives in production operations management and can't supervise enterprise behavior effectively.For the enterprises' healthy development and the prosperity of petroleum market,this paper puts forward suggestions in the respects of the enterprises and the country.Petroleum enterprises should reform in the aspects of salespersons' quality,means of sales and transportation,management in manufacture costs and taking on price responsibilities.Royalty system should be set up,resource tax and resource compensation fee should be perfected;assessment of petroleum enterprises' ability in price control and management.
