摘　　要：清洁发展机制(CDM)多项目标准化基准线是对目前基于单个项目的基准线方法的一种改进建议。本文分析了CDM基准线方法学的应用现状,认为标准化基准线可以提高CDM项目在开发和审批两个环节的效率,并节约项目开发者的交易成本。但是在标准化基准线的开发和应用过程中将不可避免地遇到一些问题和挑战,例如新方法学开发成本和工作量增加、东道国数据可获性难度大、自下而上的运作模式所带来的局限性、项目减排量容易被高估或低估、需要定期进行更新、不适用于泄漏排放量大的项目类型、无法从根本上对监测流程进行简化和改进等。本文据此在标准化基准线适用的项目类型、开发和应用模式、对泄漏排放源的处理方法及配套的监测方法学改进等方面提出了一些具体的实施建议。The multi-project standardized baseline for Clean Development Mechanism(CDM) is an improvement proposal for the current project by project baseline approach.This paper analyzes current status of CDM methodologies and indicates that the standardized baseline could improve CDM project development and approval efficiency and save project developers' transaction costs.However,some issues and challenges would arise during the development and application of standardized baseline,such as the increase of costs and workloads on new methodology development,the difficulty of data availability in host countries,the limitation of bottom-up operational modes,over or under estimation on emission reductions,the need of periodical updates,infeasibility for project types with high leakage,incapability for the simplification and improvement on monitoring methodologies,and etc.This paper thus provides operational proposals on applicable project types for standardized baseline,the development and application mode,the treatment for leakage emission sources and the matching improvement on monitoring methodologies.
