摘  要:我国从1993年开始实施石油"走出去"战略,中国石油天然气勘探开发公司(CNODC)是石油领域第一家走出去的企业,先后经历了探索发展阶段、基础发展阶段、加快发展阶段,目前已进入规模发展阶段。2011年中石油海外油气作业产量当量突破1×108t,权益产量超过5000×104t。CNODC在未来发展中的机遇和优势包括我国对石油资源的需求将越来越大;世界石油剩余探明储量逐年递增;公司技术实力增强,管理体制逐步完善,海外业务经验不断积累,业务水平逐渐与国际接轨;我国综合影响力增强,与多国保持着良好的外交关系等。但同时也存在威胁和劣势,如公司全球发展战略不均衡;技术实力尚待提高,管理体制有待完善;业务所在资源国存在较大的政治风险;国际竞争环境日趋激烈;再加上自身还有许多需要提高和完善的地方。CNODC需要立足于现有的成熟市场,加强区域性竞争能力,为实施全球战略做积极准备。同时,我国的经济发展必然要求公司实施全球竞争战略。Starting to implement a 'Go Out' oil strategy in 1993,CNODC was the first oil enterprise to explore the international market in China.The company has gone through the exploratory development stage,basic development stage and quick development stage and is now entering a stage of scale development.In 2011,CNODC′s overseas oil and gas production exceeded 1 ×108t of oil equivalent,including around 5000 ×104t of equity production.The opportunities and advantages CNODC will enjoy in future development include China ′s increasing demand for oil,yearly increasing remaining proven oil reserves worldwide,enhanced technical strength,optimized managements system,increasingly rich experience in doing business overseas,its business level increasingly compliant with international standards,increased influence of China in the international arena and China′ s amicable diplomatic relationships with most countries in the world.The company,however,is also facing some threats and also has some disadvantages,such as its imbalanced global development strategy,its technical strength yet to be enhanced,its managerial system yet requiring improvement,political risks in host countries,the increasingly intense competition in the international market,and many other aspects of the company that need to be improved and optimized.CNODC needs to focus on existing mature markets and enhance its ability to compete in regional markets to lay the groundwork for the implementation of a global strategy.In addition,a company must have a global competition strategy in place to meet demand generated by the country′s economic growth.
