中国石油炼化企业引入合同能源管理的探讨

摘　　要：合同能源管理是20世纪70年代在西方发达国家兴起的一种基于市场运作的全新的节能机制。我国合同能源管理正进入一个快速发展时期,一些大型国有企业已建立了专业化的节能服务公司(ESCO)。2011年我国合同能源管理项目投资额达到412.43亿元,比上年增长43.45%,实现节能量1648.39×104t标准煤。目前通过资格审查备案的ESCO共计2339家,第三方节能量审核机构26家。"十二五"期间,中国石油炼化企业节能任务十分艰巨,有必要引入合同能源管理。鉴于此,应坚持"积极稳妥、有序推进、先易后难、先小后大"的原则,逐步使合同能源管理成为实施节能技术改造的重要方式之一,在引入外部ESCO的基础上,鼓励内部节能技术研究机构和节能监测机构组建ESCO;各单位要各司其责,分工协作;要加强合同能源管理人才培养,疏通管理环节,掌握项目实际操作流程。Energy performance contracting is a market operation-based energy saving mechanism arising in developed countries in the 1970s.Energy performance contracting is entering a fast-growth period in China with some large state-owned enterprises having established specialized energy saving service companies(ES CO).In 2011,investment in energy performance contracting projects in China totaled 41.243 billion yuan,up 43.45% from the previous year,and energy saved from these projects reached 1648.39 ×104t of coal equivalent.There are currently 2339 accredited ESCOs and 26 third-party energy savings audit institutions in China.Chinese refining enterprises are facing a great challenge in meeting their energy saving objectives during the Twelfth Five Year Plan period and it is quite necessary for them to introduce energy performance contracting.These enterprises should stick to the principle of steadily and orderly pushing ahead with energy performance contracting projects and giving priority to easier and smaller projects and use energy performance contracting as one of the main approaches to achieving energy saving-oriented technical upgrades.While outsourcing ES CO services,they should encourage their energy saving technology research units and energy saving monitoring units to form their own ESCOs.All units should collaborate while well performing their respective duties.These enterprises should also strengthen the education of personnel engaged in energy performance contracting,move to dredge the management link and familiarize themselves with the actual operation process of projects.
