新疆绿洲地区县域城乡总体规划特色研究——以新疆和田地区策勒县为例

摘　　要：绿洲地区城乡发展具有水资源指向性、生态环境脆弱性和交通干线依托性的特点。针对干旱半干旱地区环境特点,策勒县城乡规划在镇域和镇区总体规划的基础上,增加绿洲规划层次,着重对绿洲生态、用地及交通布局进行安排;通过分析绿洲生态条件,确定绿洲人口与产业规模;调整土地利用格局,完善绿洲沙漠防护林体系;保留绿洲原有空间肌理,建立集约的城镇建设用地模式,降低重大基础设施对环境的影响。Urban-rural development in oasis areas occurs in an ecologically fragile environment that relies heavily on transportation and water resources.The urban-rural plan for Qira County addresses oasis issues with a unique land use and transportation system layout.It evaluates the ecological carrying capacity of the area and predicts the scale of future industrial and population growth.It preserves the existing oasis context by including an ecologically defensive forest system and road protection measures.The compact urban land use model decreases the environmental effects of infrastructure and improves ecology in the project areas.
