摘 要:输油气管道工程建设项目中采办物流管理是一个综合管理过程,包含采购、运输、物资中转、现场调配等多个环节。管道项目的物流成本在整个工程项目成本中占有很大权重,如何节省工程物流成本、缩短服务空间、提高服务效率、赢得项目管理者的信任成为管道项目采购承包单位最关心的问题。为客户提供差别化、优质高效的服务成为企业竞争占据先机的战略手段,在管道项目采办物流管理中可以通过运筹学的科学规划方法,结合项目工期要求,编制合理、科学、经济的物流方案,使得物流各环节畅通、有序。Procurement logistics management in oil and gas pipeline construction projects is a comprehensive management course with the links such as procurement, transportation, material transfer and site distribution. The logistics costs of pipeline project possess a great weight in whole project costs. How to save project costs, optimize service scope, raise service efficiency and win credit of project manager is the most concerned problem of project procurement contractor. Providing client with distinguishing, high quality and high efficiency service is the strategic means of raising competition capability and seizing market opportunities to an enterprise. Applying operational research, a scientific planning method, in the procurement logistics management of pipeline project and combining it with project schedule requirement to work out a reasonable, scientific and economical logistics scheme can make an ordered and smooth transfer between those links.
