摘　　要：杭州市规划局一直致力于多尺度全要素地形图、基础空间框架、综合地下管线、空间地名、影像等基础空间数据库的建设和维护,并在40余家杭州市政府部门或单位共享使用。目前的共享方式已经远远不能满足数据更新和应用的需要,迫切需要开创基础空间数据库共享、服务和应用的新模式,建设基础空间数据库共享服务平台,从而进一步推动"数字杭州"建设,大幅提升杭州市基础空间信息资源的开发利用水平。本文在杭州市基础空间数据库建设和应用现状分析的基础上,提出了构建共享服务平台的基本思路和设计方案,并对构建平台的技术框架、功能需求、标准规范和硬件框架等要点进行了深入探讨。Hangzhou City Planning Bureau has been committed to the construction and maintenance of multi-scale topographic map,space frame-based map,underground pipeline,address database,images and other Fundamental Geo-spatial Database.These data have been more than 40 government departments or units of shared use.How to Creat a new model of sharing,services and applications of Fundamental Geo-spatial Database is the most urgent problem.Thep latform of Fundamental Geo-spatial Database will further promote the Digital Hangzhou construction,and quickly enhance the level of development and utilization of Fundamental Geo-spatial information resources.In this article,based on the analysis of the Hangzhou Fundamental Geo-spatial Database Construction and application status,the authors put forward the basic thought and design of building the shared services platform,and discussed the technical framework,functional requirements,standard specifications and hardware framework for the platform in details.
