摘　　要：以"解决问题、促进健康"为主题,通过对某国家级贫困县的一个贫困村开展"以健康教育计划为基础、纠正不良卫生习惯为目的"的健康促进活动,着重对在农村贫困地区开展健康教育的制约因素及效果进行分析,可以证实健康教育能够纠正人群的不良生活习惯,达到"以当前的支出来换取未来健康回报的机会,以减少未来费用高昂的治疗程序"的目标。On the topic of Solve problems,Promote health,the restrictive factors and effect evaluation on county health education in impoverished area were analyzed by carrying out health promotion of Base on Health Education Plan,Correct Unhealthy Habits in a national level impoverished county.It approves that unhealthy habits can be corrected by health education to achieve the objective of Exchange Chance of Future Health as Rreturn with Current Payout to Reduce Future Treatment Procedures with Expensive Cost.
