21世纪医疗保障制度改革的几种趋势  

Several Trends of the Medical Security System Reform in the 21^(st) Century

摘　　要：综观世界诸国医疗保障制度改革的实践和理论研究,21世纪医疗保障制度改革有如下几种趋势:强调社会保障的人权意义,医疗保障是基本人权保障的重要方面;医疗保障愈益向健康保障过渡;政府主导与市场机制相结合;重视社区卫生服务;积极推进老年人医疗保障,注重医疗公平性。A comprehensive review of practice and theoretical study of the medical security system reform in the world showed several trends in 21st century: it emphasizing the human right of social security, considering medical security as an important aspect of the basic human right security; transforming more and more the medical security into health security; combining government offer with market mechanism for medical expenditure; paying more attention to the community health service; and promoting the development of medical security for the elderly and emphasizing medical equity.
