摘 要:改革是林业发展的不竭动力。改革开放以来,中国林业主要进行了分类经营管理体制、森工企业经营机制、森林资源经营模式、产权制度等方面的探索。今后一段时期,改革的主要任务是深化集体林权制度改革,推进重点国有林区国有森林资源管理体制和森工企业经营管理机制改革,完善分类经营管理体制,加快国有林场改革。改革的推进必须有先进的理论做指导,要试点先行,积累经验,同时要注重改革实效,掌握改革规律和方式,把握好改革时机。Reform is the endless power for the forestry development.Since the reform and opening-up,the main exploration has been made in the classified management system,management mechanism of forest industry enterprises, management pattern of forest resources,and property system.During the following time,the main task of reform is to deepen the reform of collective forest property system,promote the reform of state forest resources management in national forest areas and the forest industry business management,perfect classified management system and quicken the step of reform of state-owned forest farms.Reform performance should be guided through the advanced theory.We should follow the principle of pilot first and accumulate experiences.In addition,we should also pay more attention to the reform effects, know reform mode and its regularity well,and grasp the reform opportunity.
