摘　　要：介绍研究背景和前人的研究情况,介绍《国际安全管理规则》的主要内容,包括目标、原理、功能和实施程序及该规则的起源、产生和发展过程.着重阐述公约实施的几个关键时期、符合与适当的区别、《规则》实施过程中船旗国与港口国角色及关系、《规则》与其他国际海事组织文件的关系等.解释了国际海事组织已通过但未实施的修正以及可能的修正趋势.A brief look was taken at background of the disserta- tion and the literature review.The content of ISM Code is in general demonstrated referring to objectives,principles,func- tions and procedures of implementation.The origin of ISM Code traced back to several major maritime disasters related to human errors and organizational element.The ISM Code's implement- ation is the emphasis of this dissertation.Compliance and non- compliance as well as properly function were analyzed.The role and co-relationship among Flag States and Port States were ana- lyzed.The relation between ISM Code and other IMO instru- ments has been studied.ISM Code's future chapter introduces the existing but not come-into-force revision under IMO as well as the possible future development.The conclusion examines and summarizes the whole dissertation and to promote some sug- gestions for the continual development of ISM Code.
