发电企业“质量、安全、健康、环境”集成管理系统的研究与应用

摘　　要：在分析发电企业"质量、安全、健康、环境"管理现状的基础上,提出建立"质安健环"集成管理信息平台的总体构架,重点分析了发电企业风险源识别与评价、风险源及其预控措施知识管理以及基于风险和"质安健环"事件双闭环运行管理等系统核心功能,介绍了系统实现的主要功能结构并进行了应用实例分析。分析结果表明:系统对及时采集、发现、分析和评价各类风险源信息,有效预防和控制各类事故发生并保障"质安健环"管理体系持续改进有重要意义。Based on analyzing the ＂quality, safety, health and environment （QSHE）＂ management actualities in power enterprises, the establishment of QSHE integrated management system platform is proposed. Such major system functions as the identification and assessment of risk sources in power enterprises, knowledge management of risk sources and precontrol measures as well as the risk-based and QSHE events-based double-loop management are emphatically analyzed; the main functional structure of system is introduced, and a practical example is analyzed. The analytical results show that the system is significant in timely collecting, discovering, analyzing and evaluating various risk source information, efficiently preventing and controlling various accidents and ensuing the continuous improvement of QSHE management system.
