摘　　要：海外石油投资是一项具有战略意义的举措。我国石油企业海外投资业务目前正逐步形成以中东—北非、中亚—俄罗斯及南美为中心的3大战略区域,并且日益显示出迅速增长的势头。但由于我国海外石油投资业务起步较晚,与西方跨国石油公司相比还存在很大差距,如资金不足、收益过低、机制不灵活、人才短缺等。进入21世纪后,经济全球化趋势日趋明显,应当抓住机遇,迎接挑战,采取更加积极主动的对策,如确立海外石油投资发展的总体战略;加强法制建设,尽快立法;进一步改革管理体制,以适应市场经济的要求;为企业“走出去”营造更好的多双边国际环境等,从而进一步扩大对海外石油资源的开发。Overseas Investment in Oil is a strategic act. At present, overseas investment in China's petroleum enterprises is gradually becoming the three major strategy region, which are Middle East-North Africa, Central Asia-Russia and South America inn, and shows the rapid growth momentum. But China's overseas investment in the oil business started too late compared with Western multinational oil companies, there is still a big gap, such as insufficient funds, low income, the flexible mechanisms, the manpower shortage and so on. After entering the 21st century, the trend of economic globalization is increasingly clear, we should seize the opportunity, meet the challenges and take a more proactive approach, for example, to establish the overall strategy for overseas oil investment and development; Strengthen the building of the legal system, further reform the management structure to meet the requirements of market economy, create a better international environment for enterprises 'going out' , bilateral and multilateral, which will further expand its overseas oil resources development.
