摘  要:文章从已有的政府管理者和企业管理者胜任特征研究中,分别提取出15项提及率最高的胜任特征要素,归为管理人格、管理能力和管理行为三大特征类属。通过对比研究发现,由于组织文化、组织结构和组织目标存在差异,政府组织较为重视管理者的品行端正、坚持原则、热情敬业、合作沟通、思路清晰、民主宽容、廉洁守法、克己奉公等素质特征;而企业组织则更为重视管理者自信、个人魅力、诚信正直、积极主动、领导指挥、战略决策、捕捉机遇、客户导向、信息寻求等素质特征。最后总结了本研究的启示意义与借鉴价值。In the accordance with the three categories of management personality, management ability and management behavior, this paper extracts separately 15 competencies mentioned mostly in the government manager and business manager competency literatures. Because of the difference of organizational culture, organizational structure and organizational goals, the government organization attaches more importance to managers of good conduct and adhering to principles, working passion, co-operation and communication, clear lines of thought, democracy and tolerance, independent and law-abiding, endurance. The enterprise organization attaches more importance to managers of self-confidence, personal charisma, honesty, integrity, initiative, leadership, strategic thinking, opportunity capturing, customer orientation, information seeking. Finally, this paper sums up the significance and reference values of this study.
