论农民发展权保护的政府责任

摘　　要：保护包括农民在内的公民权益是现代政府的基本职责,也是政府以人为本、关注民生的价值体现、是统筹城乡发展、实现政府目标的关键。现实中,农民发展权保护中政府责任的缺位、越位和错位现象严重。这不仅是二元体制的制约、法律制度阙失的结果,更是政府对农民责任意识淡薄、监督机制缺乏,维权组织缺位的结果。增强农民发展权保护的政府责任,不仅要消除二元体制,完善法律制度;更要以公平为核心理念,打造责任政府。同时,应加大农村投入,增强政府培育扶持力度;确立互动机制,强化监督政府。It is a basic duty for government to protect the civil right of every citizen including farmers, it is the embodiment of value for govemment to regard people as foundation of country and care for the living of people. Meanwhile, it is a key unit for the mutual development of the city and countryside and the realization of the goal of the government. In reality, there are serious problems for government to omit, go beyond or make mistakes in the protec- tion of farmers＇ development right. It is not only the overcome of the restraint of dual system and lack of law system, but also the consequence of farmers＇ lacking liability sense for farmers, short of the supervision system and organization to protect peasants right. To strengthen the liability of government for the protection of farmers＇ development right,we should eliminate the dual system and perfect the concerning law. What＇s more, we should build a liability government with the core notion of justice. At the same time, we should add investment to countryside, strengthen government support,establish a mutual acting system,and strengthen the supervision of the government.
