摘　　要：民办高校发展迫切地需要政府资助,政府资助能有效地促进和引导民办高校发展,政府整合公共财政资源资助民办高校发展的机制主要有供应-需求导向资助、输入-输出导向资助和地区或当地政府资助三种类型,在政府资助民办高校发展的政策中应坚持直接资助、间接资助和重点扶持相结合,以间接资助为主,同时积极优化民办高校融资的制度环境,适时地推行教育凭证制度。Government funding is crying need for private university s sound development, because it can standardize and guide the development of private university effectively. By combined public financial resources together, the main mechanism of government funding are as follows: demand and supply oriented funding, input and output oriented funding , and regional and local authorities funding. The funding policy should stick to integrated the indirectly, directly funding with emphasis support, and give priority to indirectly funding, optimize the financing system of private university actively, and push the educational voucher system timely.
