摘　　要："民间反扒联盟"是近几年在全国一些大中城市兴起的一种民间公益性组织。它的诞生和发展在一定程度上可以威慑和遏制城市中的各类扒窃犯罪活动,可以弘扬社会正气,彰显社会的正义力量,具有存在的合法性基础。但"民间反扒行为"也出现了许多问题,需要通过法律和制度等各种规范加以规制和引导,"民间反扒联盟"要有效地开展工作和永久地持续下去,需要加强各种职业风险的防范与保障。Nongovernmental antipocket-picking groups, sprouting up in many cities in China,are nongovernmental public welfare organizations. To some extent, its emergence and development play a role in deterring and controlling many pocket-picking actions, manifesting the justice, promoting the upright social atomsphere. Although exist legally, they also bring many unsovled problems, which should be regulated and channeled by law. Meanwhile, it needs to enhance the professional risks prevention and guarantee to make the work effective and everlasting .
