摘　　要：本文从社会发展战略的新角度探讨了综合治理的一系列理论问题。作者认为,必须从社会发展战略的高度来观察和处理综合治理问题。综合治理必须按社会发展战略的要求确定自己的目标、任务、体制、机制、原则和方法,服从并服务于社会发展战略。相应地,社会发展战略也必须纳入综合指标体系,纳入经济社会发展规划之中,通过把利益驱动与政治协调有机结合起来,以缓解尖锐的利益冲动和利益矛盾,保持社会的稳定发展。This paper approaches a series of comprehensive administration theories from a new angle of social development strategy. The writer holds that the issue of comprehensive administration must be viewed and dealt with from the height of social development strategy. Comprehensive administration must set its goal, task, system, mechanism, principle and methods according to the demand of social development strategy, and subordinate itself to and serve the social development strategy. Correspondingly, the social development strategy must be brought into line with the system of comprehensive indices and with the economic and social development plan. Through the organic combination of the desire for interest with administration and coordination, the fierce interest impulse and interest contradiction can be remitted, thus attaining a stable development of the society.
