摘　　要：此文按设计程序改革“加深设计前期研究工作”的思路着手,论述了沉管隧道投资估算编制中遇到的5个具体问题,并提出了解决的方法,为改革后的投资估算编制,从可操作性的角度提供了有利的途径。Following the reform of design program, a thought to strengthen the study in pre - design, help us solve five problems in investment estimate of settling - pipe tunnel in Wuhan. It also gives us a thought at operational angle in the editing of investment estimate after the reform.
