摘　　要：目前，以浓度控制为主的污染控制对策逐步暴露出其局限性，全面推行污染物总量控制显得十分迫切。作者简要论述了在我国实行污染物总量控制的重要意义，提出实行总量控制的宏观战略，并评述了一个区域污染物总量控制的典型实例：兰州西固地区大气污染总量控制方案。猅he manag ement rules and regulations for pollution control mainly by controlling the con centration of pollutants are reaching to their limits.So it bec omes an urgent need to practise the measure of total emission control of polluta nts. This pap er gives a brief discussion on the significont meaning of implementing total em ission contro l in China;and suggess of a macrostrategy to carry out the total emis sion control of pollutants, and a case study:the scheme of air pollutants total emission control in Xigu District of Lanzhou.
