河南烟叶持续发展的战略思考

摘　　要：对河南烟叶发展的历史与现状进行分析，认为，没有长远的发展目标，没有充分发挥河南烟的风格，“两烟”之间缺少结合，烟草科研的投入少和投入分散，零星种植和自然环境的退化可能是限制河南烟叶生产健康发展的主要因素。针对存在的问题，提出了保持和加快河南烟叶持续发展的具体措施。Analysis on the situation of tobacco production in Henan Province indicated that six factors,without clear aims in tobacco production,losing the special style of Henan tobacco,no combination between tobacco production and cigaratte manufacture,less investment in science and technology research and development,sparse plantiong without great scale,and the degradation of natural resources such as soil and water,were considered as the main reasons to provent the devlopment of Henan tobacco production.Specific methods such as increasing the percentage of scale planting,combination of cigarette factory with tobacco production company by establishing tobacco production base,and increasing the increasing the investment in science and technology research were proposed.
