摘　　要：以９８年江西特大洪水为例，从江西省水土流失现状入手，分析水土流失对加剧洪涝灾害程度的原因，阐述水土保持综合治理措施在防洪减灾方面不可替代的成效，并从防洪工程体系的角度。Taking an example of Jiangxi unusual flooding in 1998 and the provinces present conditions of soil and water loss, the paper analyzes why soil and water loss intensifies the flooding and waterlogging disaster, and explains the irreplaceable effect in flood control and disaster reduction caused by comprehensive harness measures of soil and water conservation. Countermeasures to strengthen the soil and water conservation work are also put forward at the angle of flood control project system.
