摘　　要：制定档案事业发展战略，必须研究这一战略的内容，构成要素，以及影响档案事业发展的主、客观条件和社会对档案需求的发展趋势，根据面向经济，面向现代化，面向世界，面向未来和立足现实的原则，在正确的战略思想指导下，确定档案事业发展的总体目标和主攻方向，提出切实可行的措施，确保战略目标的实现。必须认真分析我国的国情，走自己的路。To draw up the development strategy of archival cause, we must do research on contents of the strategy, elements of its formation, the subjective and objective conditions which affect development of archival cause, and on developing trend of social demand to archives. Under guidance of correct strategic ideology and according to principles of facing economy, facing the world, facing the future and standing in reality, we should determine the general goal and main direction about development of archival cause, put forward practicable measures, to ensure that the strategic goal will be accomplished.
