摘　　要：文献的“吐故”与“纳新”共同承担着建设、组织、发展馆藏文献体系，调整、控制、改革、完善馆藏文献结构，使之更趋于合理的任务．它们是图书馆文献资源建设的两大基本活动。只有既重视“纳新”，也重视“吐故”，把两者结合起来，才能有效地促进文献资源的建设和发展。强化文献的“吐故”剔除工作，应注意三点；其一，建立专门机构或明确专人负责，从组织和人力上确保剔除工作正常进行；其二，制定计划、原则、范围和标准，避免剔除工作容易产生的临时性、突击性和随意性；其三，研究制定实施细则的剔除处理方法，保证剔除工作的质量。To get rid of the stale' and ' take in the fresh' of documents have a common task to undertake, that is, constructing, organizing, developing the system of the library collections, and regulating, controlling, reforming, perfecting the structure of the library collections, and making it more rational. They are two basic activities of the document resources construction in the library. We should attach importance' to getting rid of the stale', as well as ' to taking in the fresh', and combine them organically, so as to promote the construction and the development of the document resources effectively. When we strengtnen the rejecting work ' to get rid of the stale', three points must be paid attention to:1. Set up a special organization or assign a person to bo responsible for the rejecting work, ensuring it to be done smoothly. 2. make up plans, principles. scopes and standards to avoid the rushness, temporariness and arbitrariness which often appear in the rejecting work.3. Study and work up the detain for implementation and the methods of handling the library literatures, so that the quality of the rejecting work can be guranteed.
