摘　　要：自1972年斯德哥尔摩人类环境会议以来的十多年间,人类社会对环境问题的认识正在日益提高,会议特别强调了综合研究人口、资源、环境和发展之间的相互关系。当前人们对自然资源的合理管理和社会经济持续发展的新概念,已被人们广泛接受,并已作为制订各种发展政策的基础。虽然这方面取得了显著的成绩,但环境退化现象仍然继续有增无减,不但损害了人类社会的福利,甚至有些地方还威胁到地球上生命的延续。At present, the environmental deterioration is becoming worse. The sustainability of global life is threatened in some areas. To ensure the continuous development of the human society, two important measures must be taken: first, to restore the damaged and abused environment; second, to manage existing natural resources better and maintain the carrying capacity of the environment so that the development can meet the basic requirements of the present generation without sacrificing environment's ability to meet the meeds of future generations .This article discusses in detail how to restore 'the damaged environment, manage the natural resources better and formulate sustained development strategy which maintains the carrying capacity of the environment.
