摘　　要：村民代表会制度无论是法律地位,理论探讨还是实践操作中都取得了较大的突破,而这种突破皆源于这种制度在基层民主管理中的巨大的生命力。从理论上探讨农村村民代表会制度在基层民主管理中的职能和作用,探究村民代表会制度的生命力的源泉。The villager congress system has got great breakthrough not only in legal status and theoretical discussion, but also in operation putting into practice, and this breakthrough all originates from enormous life-force in democratic management at the grassroots level of this system, he article discusses function and effect of the congress system to democratic management at the grassroots level to find out the life-force of it. villager
