对深圳市城市更新制度建设的几点思考

摘　　要：对深圳城市更新实践作了简要回顾,重点剖析了当前城市更新制度建设中存在的问题,包括更新政策分散、管理权限分散、空间范围分割、政府计划缺位,以及城市规划不适应更新管理需求等。指出城市更新制度建设的重要意义,并就此提出几点建议,包括建设城市更新的法律法规体系;设立城市更新的专职机构;以政府计划引导城市更新有序进行;以城市更新单元统筹城市更新空间范围;以及改革城市规划体系,适应城市更新规划管理要求等。This paper reviews the urban renewal practices in Shenzhen and analyzes the problems in the current urban renewal system including lacking dedicated policies, over-divided administrative rights, over-divided renewal areas, the absence of governmental plans and so on. It presents the importance of innovating the urban renewal system and gives some suggestions involving urban renewal legislation, setting up specific governmental agency responsible for the administration of the renewal, guiding and regulating the renewal market by governmental plan, the renewal areas being integrated into comprehensive urban plan, renovating the urban planning system to adapt to the administrative system.
