摘　　要：全球金融危机背景下的新一轮地方政府"大部制"改革面临着新问题与新挑战。特别在(1)处于变革中的地方政府基本理论,(2)"大部制"的内涵与外延,(3)地方政府"大部制"设置的特殊性与适应性,(4)地方政府"大部制"改革张力,(5)地方政府"大部制"改革的工具媒介、技术支撑,(6)分权让利下地方政府责任负荷与权力实化、虚化的更迭等六个方面有进一步解释的需要,从而为改革的成功进行学术奠基和理论支撑。Under the background of the global financial crisis, a new round of reform of Super-Ministry System of local government bodies faced with new problems and new challenges. Particularly, there are six aspects needed to explained further, which are the basic theory of local government in the transformation, the connotation and denotation of Super-Ministry System, the speciality and adaptability of the setting of Super-Ministry System of local government, the tension of reform, the media tool and technical support of reform, the load of responsibility of local government under the decentralization of authority and interest concessions, the change of virtualization and realization of power. The paper provided theoretical support and academic foundation for the successful implementation of the reform of local government through further academic memorial.
