摘　　要：一些专家建议中国政府应该提高香烟的价格来抑制对香烟的需求,有些人对这种提价控烟的办法提出质疑,主张采用控制需求的办法来控制对香烟的消费。实际上控制吸烟有效办法无非只有两种:一是控制需求,二是控制供给。通过增税来提价控烟是控制供给的办法。要想有效地控制烟害,应该双管齐下。Some experts suggested that Chinese government should increase the price of cigarettes to restrain the demand for cigarettes; some questioned this approach to tobacco control through increasing the price and proposed to control the consumption of cigarettes through the approach to control the de- mand. In fact, there is nothing more than two effective means to tobacco control： one to control de- mand, another to control supply. It is an approach to control supply of tobacco through tax increases to increase the price and control tobacco. To control effectively the harmful effects of tobacco, it should work along both.
