摘　　要：警察行政处罚权是重要的警察权力,是维护社会治安秩序确保公共安全的有力保障,其运行状况在很大程度上标志着社会法治文明的发展水平。警察行政处罚权的优化配置需要通过重组警察行政处罚权职能、警察行政处罚权力配置法制化、纵向上减少行政层次并将权力重心下移、横向上加大处罚权的整合力度以及完善权责统一、事权一致的权力配置机制等途径实现。Police＇ s administrative penalties power is important for police and strong assurance for maintaining social order and ensuring public safety. The operating situation of it is the symbol of developing level of social civilization of the rule of law to a large extent. Better allocation of police＇ s administrative penalties power could be achieved by reorganizing the functions of police＇ s administrative penalties power, legalizing the allocation of police＇s administrative penalties power, reducing administrative level and lowering the gravity of power vertically, increasing the integration degree of penalties power and improving the allocation mechanism of unity of power and duty, of agreement of power and matter horizontally.
