摘　　要：煤炭资源有偿,是指包括煤炭资源有偿使用在内的、保证煤炭资源国家所有权充分实现的一系列原则、制度和规范的总称。本文主要论述了煤炭资源有偿制度体系的基本原则,描述了煤炭资源有偿制度体系整体构建框架和主要内容。Coal resources paid refers to a series of the principles,system and standards which include compensation for the use of coal resources and to realize national ownership of coal resources fully.This paper mainly elaborates the coal resources paid system＇s basic principle and describes the framework and the main content coverage of coal resources paid system.
