摘　　要：国家农业综合开发办公室出台了《农业综合开发中央财政贴息资金管理办法》,对财政支农资金的使用范围、扶持对象、申报程序等方面做了要求,为提高财政资金的使用效率提供了政策基础,必将对今后支农财政资金的运作产生积极的影响。指出从事农业综合开发的工作者要充分理解其文件精神实质,正确解读政策导向,还提出在工作实践中应注重构建财政贴息项目的绩效评价体系。The Comprehensive Agricultural Development （CAD） Office of our country has issued a document for the management of the financial discount interest fund for CAD which stipulates the scope of use, the object of support and the application procedures. This document has laid a foundation for efficient use of the fiscal funding and will definitely exert a positive influence on its use in supporting farming. It is pointed out that those concemed need to have a thorough understanding of the essence of this document and try to establish a system of appraisal.
