摘　　要：德国五个横向分权和纵向集权的法院系统体系与联邦、州司法部相对分权的法院外部管理结构互相作用,维护法院整体独立以保证国家法制统一。法院内部审判事务完全由法官掌控,法院内部管理事务由行政部门决策和执行,法院内部区分双重组织属性和二元异质性的结构有利于法官个体独立以实现司法公正。The five German court systems,which contain the horizontal division of powers and vertical centralization of power,combines with the state comparatively power-divided court management structure to safeguard the court＇s indendence and unification of the nation＇s legal system.The interior juridical affairs in the courts are controlled by the judges while the management of the court is under the governed by the administration departments.This system is beneficial to maintain the justice.
