摘　　要：基于我国的社会背景和派出所的现实状况,目前我国派出所改革势在必行,因此催生了我国派出所"三基"工程建设。在世界警务改革的潮流中,要正确认识我国派出所改革的内容,并把"三基"建设和世界警务改革中的社区警务理论相联系,论述我国派出所改革和社区警务的关系,以更好地认识和深化我国派出所改革,奠定社区警务室建设的理论基础。Based on my background and the status of the police station, today, ours police reform is a must,so ＂three bases＂ project,that is reform is born. In the trend of Police reform in the world,we must correctly understand the matter of police reform ,and link it to the theory of police community. In order to have a better understand and deepen the reform of the police station and establishes the theoretic base of the room of police community, we should discusses the relationship between the police reform and the police community.
