摘　　要：卫生体制改革的目标是:在政府宏观调控下,充分发挥卫生服务市场配置卫生资源的基础性作用。实现对卫生服务市场强有力的宏观调控,关键是转变政府卫生行政部门的职能。(1)集中财力,培育卫生服务市场;(2)加快卫生立法,依法管理卫生服务市场;(3)公开市场业务,调控卫生服务市场。The targits for health system reform are to give full display to the fundemental role of medical services market in allocating health resources under government's macro control.
