农业科研管理部门对科研工作能动管理的思考

摘　　要：就现阶段科研管理工作的要求,提出农业科研管理部门应全面提高管理者素质,对科研管理工作各个环节实行能动管理,包括上项前的能动策划与组织,项目实施中的能动管理,项目实施后科研档案的能动管理。能动管理能体现管理者的导向性及策划性,强化科技人员的创新意识,提高科研效率。The paper puts forward the agricultural scientific research management departments should improve their quality overall and implement subjective initiative management to each sector in scientific research management according to the current standard of scientific research management. The management measures includes subjective initiative plan and organization before application of research projects, subjective initiative management during implement of research projects and subjective initiative management of scientific research files after implement of research projects. The subjective initiative management can reflect the guidance and plan ability of managers and strengthen innovational consciousness of scientific and technological researchers to improve scientific research efficient.
