自贡市1998～2007年法定传染病疫情报告质量综合评价

摘　　要：[目的]及时发现和纠正传染病直报系统运行中存在的问题,为政府部门传染病预防控制决策提供科学依据。[方法]采用国家公布的传染病疫情报告信息质量综合评价统计规则,通过Excel表格统计汇总医疗机构传染病报告资料。[结果]2006年传染病报告综合指数率6.69%,2007年0.51%,较2006年下降92.37%。2年均以县级单位未及时报告数所占比重最大,分别占80.14%、71.00%。2006年调查漏报率以乡镇单位最高(P﹤0.05),2007年以市级单位最高(P﹤0.05)。乡级单位传染病网络直报准确率2007年较2006年明显提高(P﹤0.05)。《Phis系统》传染病漏报率最高(P﹤0.05),填卡完整率最高(P﹤0.05),填卡准确率最高(P﹤0.05)。[结论]自贡市2007年传染病报告质量较2006年有了很大提高,综合报卡及时性、审核及时性、重卡率、区县零缺报率4项指标的工作质量一年比一年好。不同疫情报告系统的报告质量各有所长。市、县、乡级医疗单位是我市报告传染病的主体单位,占全市传报卡的94%以上,是今后我市传染病报告工作的重点。[Objective] To timely find and correct the problems on the direct network report, so as to provide scientific countermeasures to prevent and control infectious diseases for the government. [Methods] By the statistical rules for integrated evaluation of the information quality of infectious disease report issued by the government, the data of infectious disease report from medical institutions were analyzed with excel. [Results] The integration rate of infectious disease report was 0.51% in 2007 and 6.69% in 2006, the integration rate in 2007 decreased by 92.37% when compared with 2006. The most of the nonprompt report were country level institutions, in 2006 and 2007 the non-prompt report rates were 80.14% and 71.00%, respectively. The most of the missing reports of infectious diseases were found among county level institutions in 2006 （P﹤0.05）, and among municipal institutions in 2007 （P﹤0.05）. The township level hospitals made great progress in accurate direct network report of diseases （P﹤0.05）. The rate of missing reports, completely filling cards and accurately filling cards showed to be the highest in ＂Phis System＂ （P﹤0.05）. [Conclusion] The quality of disease reporting in 2007 was better than that in 2006, timely integrated reporting, timely verification, repeat reporting and rate of none missing rate were improved year by year. Each disease report system has its merits. Municipal, county and township level institutions were the principal unites of infectious disease report and should be paid more attention for the infection disease report, which accounted for 94% of infection disease report.
