摘　　要：农村计划生育利益导向政策的实施效果当以政策目标主体的切实感受作为评估的基础。通过对陕西西安等地区多个县、乡(镇)、村计划生育户的走访调查,试图以质性研究的方法和呈现方式来了解和体现政策目标群体的不同心声,以此考察并展示计生利益导向政策的实际成效,并分析原因,提出思考。The effect of the benefit-oriented family planning policy in the rural area should take the targets＇ appraisal as the basis of the assessment. Thus an interview investigation was conducted in the counties, townships and villages of Shaanxi, attempting by the method of qualitative research to understand and manifest the different aspirations of the policy targets, to inspect and demonstrate the actual result of the policy, to analyzes the reasons and causes, and to present reflections as well.
