现阶段我国转移农业剩余劳动力面临的困难和对策分析

摘　　要：针对农业剩余劳动力转移这一发展中国家必须处理好的重大战略问题,分析目前在二元城乡结构的制约下,我国转移农业剩余劳动力面临着农民工进城后就业难、土地制度不健全、二元户籍制度和农民工社会保障缺失、缺乏统一完善的劳动力市场、农业剩余劳动力自身素质低等困难。认为这些问题制约着我国农业剩余劳动力的顺利转移,可通过加快农村城镇化发展以促进城乡同时吸纳农业剩余劳动力,改革农村土地制度和二元户籍制度,建立统一开放的劳动力市场,加强对农村劳动力的教育和培训等措施加以解决。To the significant strategy problem of transferring the surplus agricultural labor that the developing country must handle decently, based on the restrict of the urban-rural dual structure, the difficulties of transferring the surplus agricultural labor are analyzed, including the unemployment of the agricultural labor, the land transfer mechanism, the dual household register system, the social security, the labor market, the quality of the surplus agricultural labor, etc. Those difficulties restrict the transferring of the surplus agricultural labor. The strategies to overcome the difficulties are proposed such as accelerating the process of urbanization, reforming the land system and the dual household registration system, establishing the labor market, and training the surplus agricultural labor.
