On Administration Pattern of Service based on Moral Control

摘　　要：针对公共行政实践出现的行政主体与客体之间的对立、行政失范、机构膨胀、效率低下、行政价值缺失等诸多问题,从理论上分析公共行政面临的现实困境,指出主要是传统公共行政"管理主义"造成的。对此提出了以德治为基础、以服务为本位的服务行政模式。并对这种服务行政模式进行了自己的思考。The practical problems of public administration are discussed, such as the opposition between the administration body and object, the administration anomie, the organization inflation, the low efficiency and the loss of the administration value. The real difficulties faced by the public administration are analyzed. The analysis result shows that the failure is mainly from the managerialism of the traditional public administration. A kind of service-oriented administration pattern of service is proposed based on the moral control.
