摘 要:综合考虑了用户和系统的利益,重点讨论暂态电压质量问题,主要针对电压暂降产生时的4项重要因素:电压暂降幅值、持续时间、(某时段内)负荷、单次暂降造成的经济损失等,提出了一套暂态电压质量服务的综合定价策略。通过对IEEE RBTS系统的实例分析表明,该定价策略具有一定的现实意义,有助于电力市场的长期稳定发展。Voltage quality problem is typically one ofpower quality problems, and currently the pricing oftransient voltage quality service is a serious problem in power market. This paper has considered the interests of users and system, focused on the transient voltage quality problems and put forward a set of integrated pricing strategy of transient voltage quality services, mainly for the 4 major factors when voltage sag happened: value of voltage drop, duration, load (within a certain time), economic losses caused by one-sag, and so on. The IEEE RBTS system case study showed that the pricing strategy has a practical significance, and contributes to the long-term stability of the electricity market development.
