漳河水库灌区水资源利用演变分析

摘　　要：依据漳河水库灌区40多年的实际运行资料,对社会经济发展、用水量、水环境、来水量、降雨量、蒸发量、干旱指数、地下水及水资源利用变化进行了分析。在来水量变化不大的情况下,灌区内社会经济发展、各部门用水量及水环境状况出现了较大的变化。这种变化既促进了水资源利用效率的进一步提高,也对今后水资源合理配置提出了更多新的要求。产生变化的主要原因包括人类活动的影响、用水水平的不断提高及受水资源管理体制的制约等。针对变化中的不利因素,提出了进一步做好灌区内水资源可持续利用的几点建议:经济建设布局要以水资源条件为基础;建立有效的水资源管理体制;进行水资源使用权的初始分配尝试;建立合理水价形成机制和水价体系;制定有效保护水资源的地方管理办法。Operating records of Zhanghe Reservoir irrigation area of the past 40 years are studied to analyse the socio-economic development, water consumption, water environment, water supply amount, rainfall, evaporation, drought index, ground water and water resources utilization variation. In contrast to the slight change of water supply amount,the socio-economic development, water consumption and water environment has varied greatly, which not only already further promote the water resources utilization efficiency,but also propose more new requests for future reasonable disposition of water resources. The changes result from the human activity influence, unceasingly enhancement of the water utilization level, and restriction of water resources management system. Finally in the paper, in order to eliminate the disadvantage factors of changes mentioned above ,several suggestions,for further sustainable utilization of water resources in irrigation area,are proposed as follows： （1）economic construction arranging based on water resources conditions;（2）establishing effective water resources management system ;（3）trying to allocate initially water resources utilization right;（5）establishing reasonable water price forming mechanism and water price system;（5）ormulating local management law for protecting water resources effectively.
