摘　　要：计划经济体制下全能政府职能已不能适应我国目前市场经济体制,政府职能转变是大势所趋且已成定局。但如何转变是目前我国经济生活中的一件大事。西方市场经济国家政府职能数百年的历史演变应能给我们一定的启示。Within the planned economy system, government＇s full function has not yet applied to the market-oriented system. However, governental function shift is the inevitable trend and outcome of the times. But how to shift the governmental function has been an important matter in the present Chinese economic life. The function evolution of governmental function in the Western market economy in the past several hundred years may bring us much inspiration.
