摘　　要：目的:探讨农村社区卫生服务机构和新型服务模式的构建。方法:应用公共服务产业理论对农村社区卫生服务模式进行探讨与构建。结果:农村公共卫生服务体系应形成政府、公共卫生组织和农村居民三方相互制衡机制。政府以购买的方式向公共卫生组织购买公共卫生服务。公共卫生组织成为独立机构,作为"第三部门"的姿态出现。农村社区服务机构是最为可能的第三部门,将以"六位一体"的方式开展公共卫生和医疗服务工作,同时居民将与政府一同对社区卫生机构评估和监督。结论:公共服务产业理论框架下的此种模式以及其实践性应展开进一步研究。Objective To explore the construction of a new model of rural community health service. MethodsThe theory of public service industry was applied. Results The system of rural public health service would work smoothly with a balancing mechanism. The government provides public health service by purchasing it from the public health organizations. Rural community health service institutions probably as the independent third sector carry on public health service as well as clinic service, which will be evaluated and supervised by the government and rural inhabitants. Conclusions Such a model based on the theory of public service industry and its practicability should be paid further study and investigation.
