摘  要:水利工程项目后评价既要考虑定量指标也要考虑许多难以量化的定性指标的影响。应用EOWA算子进行定性指标量化,建立基于遗传算法的投影寻踪评价模型(GPPM),把定性指标和定量指标相结合,把多维评价样本指标表征为一维综合特征值,根据该综合特征值的大小对水利工程项目样本集进行统一评价,解决了各单项指标评价结果不相容问题。通过实例研究,验证了本方法的合理性和有效性。The hydro-engineering post-evaluation should not only consider the quantitative indicators but also have to consider the impact of qualitative indicators which were difficult to be quantified. Based on EOWA operator, qualitative indicators were quantified. Genetic Projection Pursuit Method (GPPM) is applied in the post-evaluation of hydroengineering projects. Multi-dimensional indexes of qualitative indicators and quantitative indicators were transformed to single dimensional indicators. Thus a more comprehensive and reasonable post-evaluation result was proposed. The case studies showed that this method is reasonable and effective.
