摘　　要：通过对决策的分层分解,将其转化成一个多阶段分层规划问题,从而找到一个可行的解决方法。该方法是在蓝方智能调整兵力的前提下,使用随机优化来对红方进行自适应行动计划的生成、评估和改进,最终生成红方的优化后的自适应的交战反应,并可获得相关的边缘兵力值。最后,通过上述两方面的结果,生成想定中的行动计划和交战决策。A feasible approach is set forth, which adopts a decision compartmentalization means, and transforms a complex decision into multistage sub-decisions. And the red side should adapt its forces＇ structure to increase flexibility by estimating the blue side＇ s （the opponent） reaction, who would adapt its forces＇ structure too, where after the ASG （automatic scenario generation） system furnishes whole air force plans and action decisions.
