摘　　要：如何把分散在各个业务系统中的信息资源进行集中、统一、有效的管理,是电子政务系统建设中面临的重要挑战。用一体化的思想对劳动和社会保障信息系统中的数据资源进行统一规划、统一设计、统一规范,提出了一种基于生产库、交换库、决策库三库分离的资源数据库管理模型。通过指标体系的建设整合复杂的业务数据,形成统一、规范的数据标准,为电子政务系统提供了一条以数据整合推动应用整合的新思路。Abstract： It is the major challenge of E-Government systems in the building how to effective centralized manage information resources scattered in various operational system. A integrative method to manage the data resource of labour and social security information system with unitied layout, design and standardization is proposed and a resource database system is designed and implemented based on production database, exchange database and decision database. It is a new method of data conformity drives application integration that indicator system conforms involuted business data and forms united and normative data standard.
