摘　　要：应用系统工程的思想，对铁路旅客运输进行因素分析，系统地分析了影响铁路客运量的内部和外部因素，并引用灰色关联理论对系统分析进行量化。The paper analyses the internal & external factors that effect the railway passenger transportation by using system engineering theory。 And then quantitatively analyses the system by using the grey relation theory. In the end,we get to some polical suggestions to prompt the railway development。
