信贷断点与政府守夜:陵县企业还贷周转金案例

摘　　要：2008年以来,受全球金融危机影响,企业因资金周转困难无法如期归还贷款的现象增多。山东省德州市陵县政府发挥"守夜人"职能,由财政出资设立"企业还贷周转金",有效弥补了信贷断点,确保了经济金融的稳定发展。本文以此为切入点,分析了信贷断点客观存在的原因和政府守夜的必然性、有效率和资金安全问题,并认为此类搭桥资金将长期存在,但应与市场化手段相辅相成。Affected by the world financial crisis since 2008, enterprises suffer from it, and have no way to return loan on time because of difficulty in fund circulation, and their funds chain appears interrupted. The Ling county government, in DeZhou city, Shandong province, plays the role of ＂guardian＂, and sets up ＂enterprises returning loan and circulation funds＇＂ patronized by government, which amends the breaking point of credit effectively and ensures the stable development of financial economy. On the basis of it, the text analyzes the objective reasons of appearance of breaking point of credit, and the necessity, efficiency and funds safety for ＂the guardian role＂ of government. We think that this kind of bridging funds will exist for good, and should be associated with the marketing methods.
